Immunization plays a crucial role in global health security, preventing public health emergencies of international concern and protecting individuals from infectious disease outbreaks, yet these critical public health benefits are dependent on immunization law. Where public health law has become central to preventing, detecting, and responding to infectious disease, public health law reform is seen as necessary to implement the Global Health Security Agenda. This article examines national immunization laws as a basis to implement the GHSA and promote the public's (...) health, analyzing the scope and content of these laws to prevent infectious disease across Sub-Saharan Africa. Undertaking policy surveillance of national immunization laws in 20 Sub-Saharan African countries, this study: developed a legal framework to map the legal attributes relevant to immunization; created an assessment tool to determine the presence of these attributes under national immunization law; and applied this assessment tool to code national legal landscapes. An analysis of these coded laws highlights legal attributes that govern vaccine requirements, supply chains, vaccine administration standards, and medicines quality and manufacturer liability. Based upon this international policy surveillance, it will be crucial to undertake legal epidemiology research across countries, examining the influence of immunization law on vaccination rates and disease outbreaks. Language is a powerful tool that enables communication and shapes our identity and cultural practices. The right to choose one's language is a fundamental human right that helps preserve personal and communal identities. In a multilingual nation like Ethiopia, language goes beyond communication to define administrative boundaries. Consequently, depriving Ethiopians of their linguistic rights becomes a more complex punishment than food embargoes. This research investigated the motives and means by which the Amhara Regional State-enforced a monolingual and monocultural language education (...) policy in western Tigray through the lens of linguistic genocide. The study involved interviews with ten teachers, selected using a snowball sampling method, and document analysis to reinforce the result. Political and economic factors and a desire to promote the assimilation of Tigrayans into Amhara culture and language, a process known as "Amharanization", appear to have impacted the implementation of the language education policy in western Tigray. Authorities have implemented a variety of measures, including bans, restrictions, penalties, enforcement, forced relocation, and even heinous acts, which have caused the Tigrayan community severe physical and psychological distress. Collectively, these policies, actions, and outcomes constituted an act of linguistic genocide. This study sheds light on the severe repercussions of such policies, examines their implications, acknowledges the inherent limitations, and offers valuable recommendations for future research in this crucial area. Foundation models such as GPT-4 are fine-tuned to avoid unsafe or otherwise problematic behavior, so that, for example, they refuse to comply with requests for help with committing crimes or with producing racist text. One approach to fine-tuning, called reinforcement learning from human feedback, learns from humans' expressed preferences over multiple outputs. Another approach is constitutional AI, in which the input from humans is a list of high-level principles. But how do we deal with potentially diverging input from humans? How (...) can we aggregate the input into consistent data about "collective" preferences or otherwise use it to make collective choices about model behavior? In this paper, we argue that the field of social choice is well positioned to address these questions, and we discuss ways forward for this agenda, drawing on discussions in a recent workshop on Social Choice for AI Ethics and Safety held in Berkeley, CA, USA in December 2023. Suspended sediment modeling is an important subject for decision-makers at the catchment level. Accurate and reliable modeling of suspended sediment load is important for planning, managing, and designing of water resource structures and river systems. The objective of this study was to develop artificial intelligence- based ensemble methods for modeling SSL in Katar catchment, Ethiopia. In this paper, three single AI-based models, that is, support vector machine, adaptive neurofuzzy inference system, feed-forward neural network, and one conventional multilinear regression modes, were (...) used for SSL modeling. Besides, four different ensemble methods, neural network ensemble, ANFIS ensemble, weighted average ensemble, and simple average ensemble, were developed by combining the outputs of the four single models to improve their predictive performance. The study used two-year discharge and SSL data for training and verification of the applied models. Determination coefficient and root mean square error were used to evaluate the performances of the developed models. Based on the performance measure results, the ANFIS model provides higher efficiency than the other developed single models. Out of all developed ensemble models, the nonlinear ANFIS model combination method was found to be the most accurate method and could increase the efficiency of SVM, MLR, ANFIS, and FFNN models by 19.02%, 37%, 9.73%, and 16.3%, respectively, at the verification stage. Overall, the proposed ensemble models in general and the AI-based ensemble in particular provide excellent performance in SSL estimation. (shrink)

Adrianus van Selms as protestantse Teoloog. Van Selms het in 1938 vanaf Nederland na Suid-Afrika toe gekom om Semitiese Tale te doseer in die Fakulteit Lettere en Wysbegeerte aan die Universiteit van Pretoria. Hy het ook deeltyds in die Fakulteit Teologie doseer. Die Universiteit van Pretoria het hom as een van denkleiers van die 20ste eeu aan die universiteit erken. Hy het geslagte van teologiese studente beïnvloed tydens sy amptelike dienstydperk aan die universiteit, vanaf 1938 tot 1971. Meer as 300 (...) publikasies staan agter sy naam. Behalwe vir werk wat hy op die terrein van die Semitiese Tale gelewer het, het hy ook verskeie kommentare oor Ou-Testamentiese boeke geskryf. Verder was hy ook aktief as prediker in die kerk en het ook 'n uitsonderlike bydrae tot die kategesemateriaal van die Kerk gelewer. As teoloog het Van Selms aansluiting gevind by die reformatoriese tradisie van die 16de eeu. As eksegeet het hy die uitdaging aanvaar om die Bybelse tekste te lees in die erkenning van die historiese afstand wat die hedendaagse leser van die oorspronklike tekste skei. Hy is sodoende gekonfronteer met die knaende probleem van die benadering tot die Bybelse tekste: dogmaties of histories-krities? Deur as eksegeet sy eie dogmatikus te word, het hy die twee benaderings nie apart gehou nie, maar tot 'n eenheid gebring en op die manier 'n hervorming in die beoefening van die teologie verteenwoordig. Hy aanvaar met hierdie werkswyse die verantwoordelikheid vir die erfenis van die Kerkhervorming vir die kerk van sy dag. Die hoofstuk ontwikkel langs die verwagtinge wat aan die amp van predikant in die reformatoriese tradisie gestel word: teologie, prediking, kategese en herdelike sorg. (shrink)
